Casper Man Arrested for Alleged Domestic Battery, Child Endangerment
Casper police on Sunday arrested a man after he allegedly attacked a woman he lived with and endangered a baby.
Justin Michael Mostrom, 29, was booked into jail on recommended charges of domestic battery, interference with a 911 call and child endangerment. He will likely make his initial appearance in Natrona County Circuit Court at 2 p.m. Monday.
According to charging documents, three officers responded to an apartment at 1302 South Lowell shortly before 6:45 p.m. Sunday for a reported family fight.
The alleged victim reportedly told officers that she had been taking care of children all day while Mostrum was at a neighbor's apartment. Mostrum told police he had been drinking for most of the day.
The victim said she asked Mostrom to watch the kids for awhile so she could have a break. When the alleged victim stood up to talk to Mostrum, Mostrum reportedly grabbed her by her neck and chest area, then threw her to the ground.
Mostrom then allegedly grabbed a car seat in which a baby was seated and jerked the car seat from the couch, swinging the child around "in a swift and violent motion," according to the affidavit.
According to the victim's statement to police, Mostrum then allegedly took the child into the bedroom and put the car seat on the floor "in an aggressive manner." Mostrum then allegedly "grabbed" the baby and went to the front door.
The victim said she was on the phone with dispatch when Mostrom came out of the bathroom and grabbed the car seat containing the baby, shaking it in an attempt to take it from her.
Mostrom then allegedly took the victim's cell phone from her hand while she was on the phone with police, and threw the phone against the wall.
The alleged victim took the children outside and put them into a vehicle as police arrived.
Mostrom told police he had returned to the apartment when the alleged victim started yelling at him because he wasn't there to care for the children. Mostrom said the alleged victim was trying to leave the residence with the children, and "he was not going to let her."
Mostrom told officers that the alleged victim slapped him on the left side of his face. He then pushed her to the ground and went into the bathroom before the victim left.
Officers noted scrapes on the alleged victim's right arm, as well as on the left side of her neck. Police said in charging documents that Mostrom's face was red, but the redness did not appear to be the result of being slapped.
Mostrom was arrested. His blood-alcohol concentration as listed in the affidavit was .155, or nearly twice the legal limit to drive.
