A Casper man who played a key role in a major methamphetamine distribution conspiracy will spend a decade behind bars, according to a news release from the Wyoming U.S. Attorney's Office.

Federal judges also recently sentenced three other men and one woman, according to the news release.

U.S. District Court Judge Alan Johnson on June 8 ordered John Todd Allen, 55, to 10 years of imprisonment for conspiracy to distribute more than one pound of methamphetamine.

Johnson also ordered Allen to be on five years of probation after his release, and ordered him to pay a $100 special assessment and $1,500 in restitution.

This case was investigated by the Wyoming Division of Criminal Investigation and the U.S. Drug Enforcement Administration.

Earlier this year, Allen was charged in federal court with Richard Lee Wickham and two others, according to court records.

About a decade ago, the two met in Wickham met Allen in the federal prison in Florence, Colo.

Wickham was released from prison in 2010 and successfully completed a term of federal probation. Allen was released from prison later.

As early as January 2014, Wickham bought methamphetamine from Patrick Gene Patterson, who was connected to a drug cartel operating in Colorado. Patterson obtained 10 to 20 pounds of meth every two weeks and would reportedly bring loads of drugs to Wickham's house.

By the end of August 2015, Allen was dealing meth for Wickham in the Casper area.

Wickham was sentenced in April and co-defendant Patterson was sentenced in May. The case of fourth co-defendant Jesse Lowe is pending.

In other cases, Johnson sentenced Jeffery Mark Quigley, 32, of Cheyenne for conspiracy to distribute methamphetamine and for possession of a firearm by a person convicted of domestic violence. He received 11 years three months of imprisonment, to be followed by four years of probation. Johnson also ordered him to pay a $200 special assessment and $400 in restitution.

This case was investigated by the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives.

U.S. District Court Judge Scott Skavdahl sentenced Harold Duane Friday, 20, of Fort Washakie on three counts of abusive sexual contact. He received 12 years of imprisonment, to be followed by 15 years of probation. Skavdahl also ordered him to pay a $300 special assessment and $952 in restitution.

This case was investigated by the U.S. Bureau of Indian Affairs.

Skavdahl also sentenced Carlos Daniel Jara-Tinoco, 25, of Durango, Mexico, for being an illegal alien in possession of a firearm. Jara-Tinoco was arrested in Cheyenne. He received seven months of imprisonment, to be followed by one year of probation. Skavdahl also ordered him to pay a $100 special assessment. He is subject to deportation upon release from custody.

This case was investigated by the U.S. Department of Homeland Security, Immigration and Customs Enforcement.

 

Chief U.S. District Court Judge Nancy Freudenthal sentenced Randi Nicole Gunderson, 30, of Thornton, Colo., for conspiracy to commit bank fraud and for aggravated identity theft. Gunderson was arrested in Cheyenne. She received five years four months of imprisonment, to be followed by four years of probation.

Freudenthal also ordered her to pay a $200 special assessment and $17,247.29 in restitution.

This case was investigated by the U.S. Postal Inspection Service.
