CHEYENNE, Wyo. (AP) — After three and a half years and $300 million, the Wyoming State Capitol and nearby state offices are back open for business. State leaders cut a red ribbon in front of the 132-year-old building and a crowd of a couple thousand Wednesday. The elaborately painted halls, rooms and chambers were all restored to more closely resemble the building's appearance over a century ago.
