What Is Wyoming’s Constitutional Amendment “A”
Callers to Wyoming's morning radio talk show, Wake Up Wyoming with Glenn Woods, have been asking about something that will appear on this year's election ballot.
Amendment "A."
This is a constitutional amendment that made it to the ballot, but not many people know what it is.
Amendment "A." is another attempt to fix Wyoming's property tax issues.
If approved by the voters it would still have to finish the process before being adopted.
Amendment "A" would add residential real property as a fourth, separate, class of property for property tax purposes.
Using this new constitutional power the Wyoming legislature would be authorized to create a subclass of residential property for owner-occupied primary residences, which could be assessed at a different rate from other property in the residential property class.
Up until now, the Wyoming Constitution has required property to be assessed at full value, uniformly, in each of three existing property classes.
Those assessments include:
- Gross production of minerals and mine products instead of taxes on the land where produced.
- Property used for industrial purposes.
- All other real and personal property.
Amendment A would need a two-thirds vote of approval in the legislative body. That would be about (66.67%) supermajority vote in both the Wyoming State Senate and the Wyoming House of Representatives.
