A homeless Natrona County man is accused of causing a hostage situation in Casper.

Thirty-five year old David Chavis has been charged with one count of kidnapping, one count of aggravated assault, and one count of possession of a deadly weapon with intent to threaten the life of another.

It was determined that Chavis was holding a 51 year old man hostage with a box cutter type knife and at times was holding the knife up to the victim's neck.

Investigators say there were injuries on the victim's neck that supported that claim.

The building was evacuated and a perimeter set for the safety of others as law enforcement worked to resolve the situation.

The Natrona County Special Response Team (SRT) and Hostage Negotiation Team responded.

At approximately 11:55am, Chavis was taken into custody and the victim released.

The resolution was peaceful and no injuries occurred to any of the people involved.

Witnesses close to the scene, tell K2 Radio News that it was the Attorney General's Medical Review Panel office, and the dispute was over medical records.

When interviewed by police, Chavis stated he had taken the victim hostage to force the government to release the files to him and that he was going to sue the government and make a lot of money.

In his initial hearing, Chavis said he has a mental illness, and prosecutors said he has a lengthy criminal history, dating back to when he was 13 years old.

Chavis is awaiting trial on $100,000 bond, and could face between 20 years to life in prison on the kidnapping charge if convicted.
