Casper Man Arrested for Strangulation, Child Abuse
Casper police arrested a man over the weekend after he allegedly attacked a woman and injured one of her children.
Christopher Lloyd Krogh, 30, was booked into jail on recommended charges of domestic battery, strangulation of a household member, child abuse and unauthorized use of a motor vehicle. He will likely make his initial appearance in Natrona County Circuit Court at 2 p.m. Monday.
Charging documents say shortly after 11 p.m. Saturday, three Casper police officers were sent to the area of 594 E. M St., the Platte View Apartments, for a reported disturbance. A neighbor had reported a possible physical disturbance taking place inside a house.
The neighbor identified the alleged victim to police. She also identified Krogh, saying she believed he was involved. Krogh had left in the victim's car, while the victim and her children ran off.
The neighbor told police that two young girls also lived in the house. Police noted previous law enforcement encounters involving the victim and Krogh listed at the house; Krogh was the victim's on-again, off-again boyfriend of the previous six months or so.
Through witness interviews, police were told that Krogh had been watching a movie with the victim and her children that night, when Krogh decided that they needed to use the victim's car to take food to his mother. The victim declined, as Krogh had reportedly been drinking.
"[The victim] had let Krogh use the vehicle at times in the past, but that permission had been previously expressly withdrawn," the affidavit state.
Krogh allegedly flew "off the handle," and the victim's children had to get up in defense of their mother.
"The reason I put my hands on your mom is you don't know how to shut your f------ mouths," Krogh allegedly shouted.
The victim told her children to get some personal items together so they could escape out of a bedroom window. As they went to open the window, Krogh came around the side of the house and said, "So you're trying to leave, huh?"
The victim then went out the front door and sat down on the porch. Krogh allegedly grabbed her and threw her down onto the pavement. The victim's children went out to the front porch and started yelling at Krogh while the victim told the children to be quiet, in an effort to protect them.
"The kids had been telling her that Krogh was going to kill her," the affidavit states.
Krogh dragged the victim to the victim's car, holding her by her hair and her shoulder. The children tried to block the car from leaving, and Krogh had to slam on the emergency brake before exiting the vehicle.
Krogh allegedly grabbed one of the children and threw her. He then tried to go after the other child, but couldn't catch them.
The victim grabbed the car keys out of the ignition and threw them in order to stop Krogh from chasing the second child. Krogh went after the keys instead, then attacked the victim, grabbing her by the throat and choking her.
Police were told that it was common for Krogh to choke the victim and that her voice had recently returned to normal after a previous incident in which Krogh allegedly strangled her.
An officer noted bruising on several parts of the victim's body as well as two red areas on the lower right side of her neck, apparently left by someone's fingers.
A large red area was noted on the inside of one child's right thigh, evidently the result of Krogh throwing the child.
A Wyoming Highway Patrol trooper found Krogh in the victim's Honda at the intersection of Lincoln and L Streets. Krogh allegedly told the trooper that he had pulled over, believing the trooper was about to stop him.
Krogh denied any domestic violence had taken place and said he though it was alright for him to take the victim's car. He claimed she had thrown the keys "at him," which he took to mean that she didn't care what happened to the car.
Krogh was taken to the Natrona County Detention Center.
