A Hanna man is facing federal charges after investigators allegedly found videos of toddlers engaged in sex acts on his tablet.

Michael Pipher is charged with two counts of receiving child pornography and a single count of possessing child pornography. He could face up to 60 years behind bars if convicted on all counts. Receiving child pornography has a mandatory minimum sentence of five years.

According to a complaint filed in federal court, an undercover Wyoming Division of Criminal Investigation agent connected Pipher to an IP address offering to participate in sharing child pornography.

Using investigative software, investigators connected to Pipher's phone. One image allegedly depicts a girl, described as a toddler, being sexually abused by a man.

On August 22, the DCI agent was granted a search warrant for Pipher's home in Hanna and seized two tablets and an Android phone.

While executing the warrant, DCI agents spoke with Pipher, who allegedly said he would download child porn before factory resetting his devices because he was "scared it's on there," the complaint says

"It's like an addiction sometimes," Pipher allegedly told investigators, according to the complaint.

The complaint alleges that Pipher initially told agents that he was interested in "teens, older teens, middle tens."

"I disagreed with Pipher and informed him that files depicting sexual acts with toddlers had been downloaded from him," the agent writes in the complaint. "Pipher admitted he had seen files containing that type of content. Pipher admitted he had seen files involving babies and 'didn't like them.'"

Agents found multiple files on one of the tablets that showed small children engaged in sex acts, according to the complaint..

Pipher said that he never touched children, according to the complaint.

When asked if he thought he thought the day would come when he got caught, Pipher allegedly replied, "Yeah, probably," the complaint says.

Court documents show Pipher was expected to appear in federal court Thursday.
