Citizens for Responsibility and Ethics in Washington says Psaki violated the federal Hatch Act limiting political activity by government workers when she appeared to endorse McAuliffe during a White House press briefing.

It's the second finding of ethics violations by Domenech in the past six months.

The findings are on top of problems identified last year by the inspector general's office.

The budget office said it disagrees with the conclusion and that the hold on aid was appropriate.
