Many of those who spoke at the Natrona County Commission's regular meeting two weeks ago misunderstood what a county commission can do, commissioner Jim Milne said.
If approved, a copy of the resolution would be sent to the Governor of California. That state has ordered a ban on the sale of all new gasoline-powered cars and light trucks by 2035.
The resolution calls for annual governance training for the shelter board, audits of the shelter's policies and the development of a crisis management plan.
The move comes just weeks after CAS President and CEO Bob Fecht ordered the use of pepper spray on a pit bull named Tanner after the dog attacked an employee.
