​The Cheyenne City Council is considering amending city code to allow Wyoming Downs, an off track-betting operation, to open a second location where Jackson's Sports Grill used to be.

Because of criminal activity taking place at Wyoming Downs' current location on E. Lincolnway, several, including Councilman Dr. Mark Rinne, contend a second location isn't needed.

"We already have one location where we have a serious issue," said Dr. Rinne. "I mean 111 calls in the last year is pretty significant -- that's like every third day we've got to show up there. Do we want to add a second location in our community that's going to have the same history and the same pattern?"

"I certainly do understand that he's (Dr. Rinne) passionate about this issue ... he does work in the direct vicinity of this proposed establishment," said Council Vice President Bryan Cook. "(But) some of this same clientele, frankly, is going into our bars and restaurants and for whatever reason they're making it work."

"State law allows these types of establishments," said Council President Rocky Case. "I don't want to make a joke out of a very serious situation, but if we're getting such a high hit rate of arrests at this particular location it seems to me reel them in, get them off the streets."

The proposed ordinance will go before the Public Services Committee on Feb. 5 and be on third and final reading when the council meets on Feb. 11.
