Mills resident Leah Juarez told council members Wednesday night that she is just as qualified as North to lead the department, citing prior hazardous material training.
The fire district has until May 28 to accept or decline Mills' request, which Natrona County Fire District Interim Chief Brian Oliver said was only received Wednesday.
When the town asked firefighters to switch from 48- to 12-hour shifts, the union claimed the change would be detrimental to firefighters' mental health.
