The case dates back to February 14, 2021, when Rock Springs Police tried to stop 51-year-old Spencer Cottrell. Cottrell tried to get away when police activated their lights, but he crashed his truck into a snowbank.

Rock Springs Police made the announcement on Tuesday.

Documents filed in Wyoming Federal District Court allege that a traffic stop in February led Rock Springs Police to find a pipe bomb.

Both Cottrell and Foster are now charged with Possession, Manufacture, Transportation, Sale of Explosives- Intent to Unlawfully Endanger.
