Eastbound traffic on First Street was briefly blocked as police and the Casper Fire-EMS Department responded.

Dundas said pedestrians had crossed First Street and caused a line of eastbound vehicles to stop.

The Amoco Reuse Agreement Joint Powers Board does not receive any funding from the City of Casper or Natrona County.

One vehicle ended up on its side, and another sustained front-end damage.

Jason Speiser of Casper Fire-EMS says that one driver was taken to the hospital but his condition is not known.

Traffic flow had improved considerably as of 2:30 p.m., and first responders had largely cleared the area.

The project is expected to be completed by Oct. 31.

At least two ambulances have left the scene, one of which was apparently escorted by a Casper police vehicle.

Police at the scene said the people involved suffered only minor injuries.
