The Casper City Council, after a few changes, passed a revised animal care and control ordinance on third reading at its regular meeting Tuesday.
"I think council re-asserted the importance of dogs being on a leash unless they are on a designated leash-free park, and Council has committed to increasing the number of places that are set aside for pets to be off leash, and we will be working on
Councilmember Chris Walsh said the ordinance would help reverse the attitude that underage drinking is a "rite of passage" in the community and not a health and crime issue.
The Supreme Court said a municipal court cannot place a defendant only on probation for an offense that has not been made punishable by a jail or prison sentence.
Council members Dallas Laird and Kenyne Humphrey unsuccessfully proffered a motion to table the ordinance until they could see the amended version in writing.
