The U.S. Department of the Interior has issued guidance for nearly $725 million in funding available this fiscal year for the reclamation of abandoned coal mines and cleanup of acid mine drainage.

The Montana Department of Environmental Quality and the Navajo Transitional Energy Company have been negotiating.

Those fees amount to about 1% of the bond total, or about $1 million annually, Harbage said.
