The state has been considering consolidating numerous departments -- some in deteriorating buildings -- around Casper in a centralized campus for efficiency and better service to the public.
Allowing some groups to use council chambers but banning others will lead to lawsuits, and courts have consistently ruled governments cannot play favorites.
The Wyoming Department of Revenue's liquor division granted a new liquor licenses after the 2015 census re-evaluation showed an increase in Casper's population.
Casper will install fencing to keep out off-road vehicle, limit the noise from snowplows, clean up trash, and look at adjusting land contours to divert runoff.
