The defeat of the proposed revisions to the tobacco ordinance means the City of Casper is out of sync with state law.

The center plans to offer smoking cessation options including nicotine replacement patches and over-the-counter medication.

The state's current cigarette tax of 60 cents is lower than every neighboring state except Idaho.

The bill would have raised the tax to 90 cents, adding about another $10 million a year.

The proposal now goes to the state Senate for debate.

According to the incident report, the man who lived in the trailer told deputies he finished a cigarette at around 12:15 a.m. and tossed the burning butt into a plastic coffee can which was about a quarter full of old cigarette butts.
