UNITED NATIONS (AP) - THE U.N. GENERAL ASSEMBLY HAS VOTED 128-9 WITH 35 ABSTENTIONS TO DECLARE PRESIDENT DONALD TRUMP'S DECLARATION OF JERUSALEM AS ISRAEL'S CAPITAL "NULL AND VOID." THE VOTE, WHILE A VICTORY FOR THE PALESTINIANS, WAS SIGNIFICANTLY LOWER THAN ITS SUPPORTERS HAD HOPED FOR, WITH MANY FORECASTING AT LEAST 150 "YES" VOTES. IT IS NOTEWORTHY THAT 21 COUNTRIES WERE ABSENT.

SYDNEY (AP) - AUSTRALIAN POLICE SAY THERE IS NO EVIDENCE OF A TERRORIST LINK TO A CAR RAMMING ATTACK IN CENTRAL MELBOURNE THAT LEFT 19 PEOPLE INJURED. POLICE SAID THE DRIVER WAS A 32-YEAR-OLD AUSTRALIAN CITIZEN OF AFGHAN DECENT WHO HAS A KNOWN HISTORY OF DRUG USE AND MENTAL HEALTH ISSUES. THE INCIDENT OCCURRED IN THE CITY'S CENTRAL BUSINESS DISTRICT ON THURSDAY JUST WHEN THE AREA WAS BUSY WITH CHRISTMAS SHOPPERS. THE MOTIVE WAS NOT IMMEDIATELY CLEAR.

CENSUS FIGURES SHOW THAT FROM 2016 TO 2017, WYOMING SAW ITS LARGEST POPULATION DECREASE SINCE 1989.

ACCORDING TO A NEWS RELEASE FROM CHIEF ECONOMIST WENLIN LIU, WYOMING'S POPULATION FELL BY NEARLY 5,600 FROM JULY 2016 TO JULY 2017. WYOMING'S DECLINE RATE OF ONE PERCENT WAS THE STEEPEST IN THE NATION DURING THE 12-MONTH PERIOD.

THE NATURAL INCREASE WAS 2,666 OVER THAT PERIOD. HOWEVER, ROUGHLY 8,300 MORE PEOPLE LEFT WYOMING THAN MOVED INTO THE STATE.

THAT'S ROUGHLY DOUBLE THE NET MIGRATION FIGURE FROM THE PREVIOUS YEAR, WHICH WAS NEGATIVE 4,000.

ALTHOUGH THE MINING INDUSTRY, INCLUDING OIL AND GAS EXTRACTION, IN WYOMING ADDED OVER 1,000 JOBS FROM MID-2016 TO MID-2017, NEARLY ALL OTHER SECTORS OF THE STATE'S ECONOMY STILL SAW JOB LOSSES, LED BY CONSTRUCTION AND GOVERNMENT.

OVERALL PAYROLL EMPLOYMENT DURING THE PERIOD SHRUNK BY 3,600 PEOPLE, OR 1.3 PERCENT, WHICH WAS THE WORST IN THE NATION.

MEANWHILE, IN NEIGHBORING STATES SUCH AS IDAHO, COLORADO AND UTAH, THE LABOR MARKET CONTINUED TO EXPAND, DRAWING PEOPLE AWAY FROM WYOMING.

THE CITY OF CASPER IS CHANGING ITS GARBAGE COLLECTION SCHEDULES FOR THE HOLIDAYS.

THE CITY SAYS TRASH COLLECTION WILL BE DELAYED BY ONE DAY BOTH HOLIDAY WEEKS.

SO THE MONDAY ROUTE WILL BE COLLECTED ON TUESDAY, TUESDAY ON WEDNESDAY, WEDNESDAY ON THURSDAY, THURSDAY ON FRIDAY, AND FRIDAY ON SATURDAY.

TRASH CONTAINERS SHOULD BE IN PLACE ON THE SIDEWALKS BY 7 A.M.

THE CITY'S REGIONAL SOLID WASTE FACILITY, OR BALEFILL, 1883 STATION ROAD, WILL BE CLOSED ON CHRISTMAS AND NEW YEAR’S DAY.

IT WILL BE OPEN FROM 7:30 A.M. TO 1 P.M. ON THE DAY AFTER CHRISTMAS AND NEW YEAR'S.

THE CITY ALSO HAS SET UP SEVEN DROP-OFF LOCATIONS AROUND THE TOWN FOR YOUR CHRISTMAS TREES THAT ARE OPEN 24-7 UNTIL JANUARY 26TH.

TREES ALSO MAY BE TAKEN TO THE COMPOST YARD AT THE SOLID WASTE FACILITY.

PLEASE REMOVE LIGHTS, TINSEL AND ORNAMENTS FROM THE TREES.

IF YOU CAN'T TAKE YOUR TREE TO A DROP-OFF LOCATION, YOU MAY SCHEDULE AN APPOINTMENT FOR CURBSIDE PICKUP.

APPOINTMENTS ARE LIMITED AND NEED TO BE MADE BY FRIDAY, JAN. 12 BY CALLING THE SOLID WASTE DIVISION OFFICE.

CASPER, WYO. (AP) - CASPER POLICE SAY THEY ARRESTED A SHOPLIFTER WITH THE HELP OF A MAN DRESSED AS SANTA CLAUS.

THE MAN WHO ONLY IDENTIFIED HIMSELF AS ST. NICK SAID HE NOTICED THE THIEF DROP SOMETHING AMONG THE TREES AT HIS CHRISTMAS TREE LOT ON MONDAY.

HE SAYS HE DID NOT THINK THE ACT WAS SUSPICIOUS UNTIL HE NOTICED A POLICE OFFICER.

A ROCKY MOUNTAIN DISCOUNT SPORTS STORE EMPLOYEE HAD ACCUSED A MAN OF SHOPLIFTING.

THE SUSPECT INITIALLY DENIED IT UNTIL ST. NICK SHOWED SGT. SCOTT JONES THE GROVE OF TREES WHERE THE THIEF HAD STASHED THE STOLEN MERCHANDISE.

JONES SAYS THE THIEF ADMITTED TO THE THEFT, BUT WAS NOT ARRESTED.

JONES SAYS HE WAS INSTEAD CITED FOR THE CRIME.
