K2 Radio News: Flash Briefing For August 14th, 2018 – Morning
THE FEDERAL HEAD START PROGRAM FOR POOR FAMILIES WILL GET A NEW START NOW THAT THE NATRONA COUNTY SCHOOL DISTRICT BOARD OF TRUSTEES ON MONDAY APPROVED THE SALE OF THE FORMER MILLS ELEMENTARY SCHOOL TO THE TOWN OF MILLS FOR A THIRD OF ITS APPRAISED VALUE.
MARY KUGLER, AREA COORDINATOR FOR HEAD START, SAID ITS BUILDING ON WEST B STREET IS OVERCROWDED AND THE FORMER SCHOOL WILL MEET THE PROGRAM'S NEEDS FOR ITS 178 CHILDREN AND THOSE ON A WAITING LIST.
KUGLER SAID THE BUILDING WILL NEED A NEW FIRE SUPPRESSION SYSTEM, A COMMERCIAL-QUALITY KITCHEN AND RESTROOMS.
IN THE PAST TWO YEARS, THE DISTRICT'S BOARD OF TRUSTEES HAS VOTED TO CLOSE NINE SCHOOLS AND SELL SOME OF THEM.
BUT SOME TRUSTEES BALKED AT THE TOWN OF MILLS' BID -- THE ONLY BID THE DISTRICT RECEIVED -- TO BUY THE SCHOOL FOR $75,000, FAR LESS THAN ITS APPRAISED VALUE OF $257,000.
DEBBIE MCCULLAR SAID SELLING IT WAS A BAD DECISION AND SHE PROPOSED RE-OPENING THE BIDDING PROCESS.
BUT DAVE APPLEGATE SAID THE DISTRICT SPENDS UP TO $50,000 A YEAR JUST TO MAINTAIN THE ABANDONED BUILDING, SO THE SALE EVEN AT THE CUT-RATE PRICE WAS WORTH IT.

CASPER, WYO. (AP) - A RECENT REPORT SAYS CARBON TECHNOLOGY COULD SUPPORT 2,600 JOBS A YEAR IN WYOMING.
A STUDY BY THE AMERICAN JOBS PROJECT, A UNIVERSITY OF CALIFORNIA, BERKELEY-BASED NONPARTISAN GROUP, LAYS OUT A SERIES OF SUGGESTIONS ON HOW WYOMING CAN GROW THE CARBON TECHNOLOGY INDUSTRY AND ADDRESS SOME OF THE STATE'S MOST TROUBLING PROBLEMS - LIKE THE LOSS OF YOUNG PEOPLE WHO MOVE TO OTHER STATES.
THE REPORTS SAYS WYOMING NEEDS TO SET UP FUNDING FOR EARLY-STAGE CARBON TECHNOLOGY IN THE PRIVATE SECTOR, ENCOURAGE PRIVATE INVESTORS TO JOIN A POOL OF VENTURE CAPITAL AND REWORK THE HATHAWAY SCHOLARSHIP SO THAT IT PROVIDES WYOMING STUDENT DEBT FORGIVENESS FOR WORKING IN THE STATE AFTER GRADUATION.
