Sales tax revenue is up, but Casper's proposed 2013 budget will be down. A summary estimate has the city aiming for a total expenditure about 4 percent less then last year at $140.9 million. City Manager, John Patterson says he's optimistic.

"Casper has a bright out look. I mean, our sales tax revenues are up 16 percent. Generally the economy is good. We're building homes and commercial establishments all over town. I'm very optimistic about Casper's future."

In 2012 cities and counties will get extra funding from the state as part of a campaign promise from Governor Matt Mead. Casper will have an extra 3 million- though city officials will only be able to expend those dollars on one time needs and capital expenses. No recurring costs like personnel or utilities are allowed.

In addition, Natrona County gets about $6.5 million to be divided amongst its municipalities including Casper.
