Wyoming Highway Patrol troopers interdicted a marijuana shipment worth more than a million dollars Sunday, August 7th, on Interstate 80 west of Cheyenne. Highway Patrol Sgt. Stephen Townsend said a call came in reporting that a rental truck had run someone off the road in a construction zone.

Citizen reports being run off the road:

“It began as a report from a citizen as a hit and run. The vehicle that left the scene was a Budget rental truck. Troopers were able to stop that truck, and question the driver. During questioning they were able to determine that he may or may not have known he ran this vehicle off the road in a construction zone on the interstate.”

Sgt. Townsend said that during the stop, the driver, 56-year-old James Richburg of California, appeared very nervous, forgetting to set the parking brake of his truck.

Driver nervous during questioning:

“They deployed a Wyoming Highway Patrol drug detection K-9 around the rental vehicle and the K-9 did alert. Troopers opened the cargo box and discovered 19 cardboard boxes filled with 188 pounds of high-grade marijuana.”

Richburg was arrested and charged with felony possession with intent to deliver.

Estimated street value $1,128,000:

“This high-grade marijuana has an approximate street value of a little over one-point-one millions dollars.”

The investigation has been turned over to the Wyoming Division of Criminal investigation.
