THE CASPER CITY COUNCIL GAVE INFORMAL APPROVAL TO RAISING BUILDING PERMIT FEES AND PLANNING AND ENGINEERING FEES DURING ITS WORK SESSION TUESDAY.

MAYOR KENYNE HUMPHREY SAID THE CHANGES ARE LONG OVERDUE.

CITY MANAGER CARTER NAPIER WROTE IN THE COUNCIL'S AGENDA THAT THE CITY HAS TRIMMED THE BUDGET A LOT, AND IT FACES EITHER CUTTING SERVICES OR RAISING FEES SO PEOPLE ARE PAYING FOR WHAT THEY RECEIVE.

HE WROTE CASPER RESIDENTS AND BUILDERS HAVE COASTED FOR NEARLY FOUR DECADES ON WHAT ARE ESSENTIALLY SUBSIDIZED FEES FOR BUILDING PERMITS BECAUSE MINERAL EXTRACTION REVENUES BOLSTERED THE CITY'S BUDGET.

FOR EXAMPLE, THE BUILDING PERMIT FOR A $100,000 BUILDING IN 1979 COST $435. SINCE 2012, IT HAS COST $576.

HUMPHREY SAID IF BUILDING PERMITS WERE RAISED TO THOSE OF CITIES COMPARABLE IN SIZE TO CASPER, THE CITY COULD RAISE ANOTHER $220,000 IN REVENUE.

LIKEWISE, NAPIER WROTE THE CITY HAS BEEN SUBSIDIZING THE FEES CHARGED FOR ITS STAFF TO WORK ON PLATS FOR SUBDIVISIONS, SITE PLANS, ANNEXATIONS AND OTHER DEVELOPMENT SERVICES.

TONY CERCY PLEADED NOT GUILTY TO THREE COUNTS OF SEXUAL ASSAULT INVOLVING A 20-YEAR-OLD WOMAN DURING HIS ARRAIGNMENT IN NATRONA COUNTY DISTRICT COURT ON WEDNESDAY.
CERCY, ACCOMPANIED BY HIS ATTORNEYS IAN SANDEFER AND PAM MACKEY, ENTERED HIS PLEAS BEFORE JUDGE DANIEL FORGEY.

HE REMAINS FREE ON A $100,000 CASH BOND.

THE THREE-DAY TRIAL WAS SET FOR JANUARY, BUT DEFENSE ATTORNEYS AND ASSISTANT DISTRICT ATTORNEY MIKE SCHAFER PERSUADED THE JUDGE TO SET A LATER DATE BECAUSE THE TRIAL PROBABLY WOULD REQUIRE SIX DAYS.

BECAUSE OF POSSIBLE SCHEDULING PROBLEMS, FORGEY SAID THE TRIAL MAY OCCUR LATER THAN THE 180-DAY PERIOD ALLOTTED FOR THE RIGHT TO A SPEEDY TRIAL.

CERCY AGREED TO WAIVE HIS RIGHT TO A SPEEDY TRIAL.

HE WAS ARRESTED JULY 28 AND WAS CHARGED WITH ONE COUNT OF RAPE, ONE OF SECOND-DEGREE SEXUAL ASSAULT, AND ONE COUNT OF SEXUAL CONTACT WITHOUT CAUSING BODILY INJURY.

A NATRONA COUNTY SHERIFF'S INVESTIGATOR INTERVIEWED THE ALLEGED VICTIM WHO SAID SHE, HER BOYFRIEND, AND OTHERS WENT TO ALCOVA LAKE ON THE EVENING OF JUNE 23 AND SPENT THE NEXT DAY AT THE LAKE.

SHE WAS DRINKING HEAVILY AND PASSED OUT ON THE REAR DECK OF A BOAT AT SANDY BEACH.

ON SATURDAY EVENING, THEY WENT TO ANOTHER LOCATION AND THEN TO A RESIDENCE ON CEDAR DRIVE NORTH OWNED BY CERCY.

SHE PASSED OUT ON THE COUCH IN THE MIDDLE OF THE LIVING ROOM, WOKE UP, LOOKED DOWN AND SAW CERCY PERFORMING ORAL SEX.

THE ALLEGED VICTIM SAID CERCY THREATENED TO KILL HER IF SHE TOLD ANYONE.
