HE WAS ONE OF SEVEN PEOPLE WHO APPLIED FOR THE POSITION AND SAID HE HOPES TO BRING A CALMING INFLUENCE TO THE COUNCIL.

HIS APPOINTMENT COMES AFTER A TUMULTUOUS TWO MONTHS WITH THE RESIGNATION OF MURPHY AND FORMER CITY MANAGER V.H. MCDONALD, THE DISMISSAL OF FORMER POLICE CHIEF JIM WETZEL, AND THE CONCERNS OF WOMEN WHO SAY THE CITY HASN'T BEEN RESPONSIVE TO CONCERNS ABOUT SEXUAL ASSAULT.

BESIDES LAIRD, THE OTHER APPLICANTS WERE KEN BATES, LAURI GOBBLE, MONTE HENRIE, JR., TIM KUGLER, GRACE NIEMITALO AND PAUL PAAD.

DURING THEIR SPEECHES TO COUNCIL, CANDIDATES DISCUSSED THEIR BACKGROUNDS, WHY THEY WANTED TO SERVE ON THE CITY COUNCIL, THEIR ABILITY TO MEET THE TIME COMMITMENTS OF COUNCIL AND RELATED MEETINGS, AND WHETHER THEY INTENDED TO RUN FOR RE-ELECTION.

THE NEWEST LOCATIONS WITH WI-FI ARE THE REST AREAS LOCATED AT CHUGWATER, DWYER JUNCTION AND ORIN JUNCTION, ALL ON INTERSTATE 25 BETWEEN CHEYENNE AND CASPER.

THE AGENCY SAYS WI-FI WILL ALSO SOON BE AVAILABLE AT REST AREAS AT INDEPENDENCE ROCK, SOUTHWEST OF CASPER ON WYOMING 220 AND BOTH THE WESTBOUND AND EASTBOUND BITTER CREEK REST AREAS, 41 MILES EAST OF ROCK SPRINGS ON I-80.

THOSE WILL LIKELY BE COMPLETED WITHIN THE NEXT 12-18 MONTHS.
