Casper City Council later this month will be considering the first phase of a proposed major development in south Casper.

The proposed 106-acre Harmony Hills Addition No. 2 will be southeast of the intersection of South Poplar Street and Wyoming Boulevard.

City Manager John Patterson told the council on Tuesday it will have 153 residential lots plus eleven commercial tracts.

The staff of the city's development department asked developer Lisa Burridge to present the initial outline, or preliminary plat, of what the development would look like.

The preliminary plat will require a zoning change to allow residential development.

Burridge said if council approves the preliminary plat, her High Plains Investments, LLC, will begin proposing the final plats for developments in about ten phases, the first of which would be 39 acres.

Burridge added is her company is working with the Wyoming Department of Transportation, which is looking at issues of traffic control and access to the proposed development.

However, the prospect of a major development has not sat well with some citizens.

The city's planning and zoning commission approved the preliminary plat on March 27, and recommended the city council approve it, too, according to the council's agenda for Tuesday's meeting.

But the commission heard comments from four people who were concerned about a property dispute with a neighboring homeowners association, increased traffic and noise, impact on wildlife, changes to the topography, and lack of pedestrian and bicycle improvements.

City council will hold its first public hearing on May 19 about the preliminary plat and the first development phase.
