Interim City Manager Liz Becher said she would not request an investigation without a majority council vote.

V.H. McDonald was assistant city manager to former City Manager John Patterson, who announced his resignation in May 2015 and who left on Nov. 1.

During the public comment section of Tuesday's council meeting, Huckabay praised the courage of women who had come forward with their stories about police response to sexual assault.

Wes Gudahl was born into a preacher's family in Wheatland, raised in Colorado, served in the Air Force, and earned a degree at a Bible College.

The department also is working on improving oversight of existing policies and procedures while seeking to develop new policy in areas where none exists.

Casper City Council has pushed for an independent review of the department beginning last fall.
