Former City Council member Craig Hedquist's appeal to the 10th U.S. Circuit Court of Appeals marks the latest in the long-running dispute with the city and Chris Walsh.
According to Lovcom, "The residents of Casper have a particular need to know how their police department handled the investigations of these important cases."
U.S. District Court Judge Alan Johnson wrote Hedquist, who resigned in July 2015, was not able to marshal case law that showed former Police Chief Chris Walsh violated the Driver's Privacy Protection Act.
Chris Walsh's attorney Anna Marie Reeves Olson said she could not comment on Craig Hedquist's witness' report, but she will file her own list of witnesses in about a month.
