City of Casper Sets Future Growth Rules

Casper City Council approved a memorandum of understanding with the town of Mills on Tuesday regarding future growth boundaries for both locales.

Casper mayor Kenyne Schlager says the memorandum is needed to avoid future conflict.

“We’re avoiding a situation where Casper tries to go too far into Mills,” Schlager says. “This allows us to be able to grow in a manner that is planned, collaborative, and everybody is in that plan and inclusive.”

Schlager says the memorandum makes no guarantees and only sets guidelines if Mills or Casper were to expand at a later date.

The proposed boundary adjustments include:

- Dempsey Acres: The area south of Mills would now become a part of Mills. The area is currently within the boundaries of Casper.
- Casper-Natrona County International Airport: The area would enter the boundaries of Casper.
- An area east of Mills near 71 Construction: This area south of U.S. Highway 20/26 would be within the boundaries of Mills. It’s currently within Casper’s boundaries.
- The power line right-of-way east of Robinson Road: The new boundary line would follow topographical features. Areas along the north bank of the North Platte River would belong to Casper.
