Construction is set to begin on Monday, March 30th, for the Fort Caspar pedestrian underpass. The underpass is part of the Platte River Trail system and will provide a safe way for pathway users to cross Wyoming Boulevard at 13th Street.

Traffic delays can be expected on both Wyoming Boulevard and 13th Streets starting this week as workers begin preparations for construction. Traffic will be restricted to one lane in each direction on Wyoming Boulevard during portions of the project, and 13th Street will be restricted to one lane in each direction from King Boulevard to Wyoming Boulevard starting this week and periodically throughout the construction process. Pathway users may also expect delays and restrictions to the current pathway system.

Because Fort Caspar is an historical site, workers will be looking for any artifacts that may be buried in the area. If artifacts are uncovered, Fort Caspar museum staff will be notified so that proper procedures and steps to preserve the artifacts can be taken.

The project involves the installation of a box culvert under Wyoming Boulevard, the development of new pathway sections to connect the trails system on both sides of the roadway, retaining walls, lightning, and streetscape enhancements. The work is scheduled to be completed by July 1, 2015.

The $1.2 million project is being completed by 71 Construction and is a joint effort between the City of Casper, the Platte River Trails Trust, and the Wyoming Department of Transportation. The project is being funded by $358,000 from the WYDOT TAP program, $150,000 from the Natrona County School District Recreation Board, $101,500 from unallocated One Cent 2013 and $413,967 from One Cent 2014 allocated to the Platte River Trails Trust, and $313,599 from City of Casper General Fund monies.
