<p>The agency is considering closing the city's mail-processing and distribution facility and moving those operations to Casper under the plan, the Casper Star-Tribune reports that a letter mailed in Rapid City, or some other towns in western South Dakota, would have to be sent to Casper for sorting and then sent back across the border for delivery
