Before he moved from Lander about four years ago, Casper City Councilman-elect Bruce Knell, Jr., pleaded guilty to violating three protection orders and “threaten death by phone,” was jailed, and violated his probation and was jailed again, according to Fremont County and state district court records.

An attached memo cites both the spike in cases and increased hospitalizations in Natrona County.

The Casper City Council, meanwhile, is scheduled to consider a fine ordinance for COVID-19 health order violations at tonight's meeting.

Council meetings are broadcast on cable channel 192 and YouTube.

The regularly scheduled city council meeting will go on at 6 p.m.

The two new businesses would employ roughly 50 people.

Council members will review applications and hold interviews at a special meeting on August 5.

Food trailers in Casper are a step closer to being regulated in the same manner as food trucks.
