As a long-awaited warm spell settles over Wyoming, the next couple of days of warmer temperatures is cause for concern along the North Platte River. An enviromentalist says she’s worried about how much water will be consumed by plans to lease public land in Wyoming, Colorado and Utah for oil shale development.
