The Legislature's Management Council voted unanimously to approve a special committee to investigate schools Superintendent Cindy Hill's administration of the Wyoming Department of Education. The committee decided however to allow the Speaker of the House to determine who would sit on the committee. The Management Council oversees legislative matters when lawmakers are not in session.

Lubnau made the request for a special committee after an inquiry reported possible misuse of federal funding while Hill ran the Education Department. Hill told the committee she has not violated any laws and said she expects her due process rights will be protected. Lubnau said he is inclined to appoint the House Rules Committee as the investigative committee.
