SUTHERLAND SPRINGS, TEXAS (AP) - POLICE SAY THE GUNMAN WHO KILLED DOZENS IN A TEXAS CHURCH MASSACRE WAS ONCE CAUGHT TRYING TO SMUGGLE GUNS ONTO A MILITARY BASE AND BRIEFLY ESCAPED FROM A MENTAL HEALTH FACILITY IN 2012. THE AIR FORCE SAYS KELLEY WAS CONFINED AFTER A COURT-MARTIAL CONVICTED HIM OF ASSAULTING HIS WIFE AND HER SON.

CASPER DETECTIVES CONTINUE TO INVESTIGATE THE ALTERCATION WHICH OCCURRED AT THE GASLIGHT SOCIAL ON OCT. 29, IN WHICH 21-YEAR-OLD ALVARO PROA WAS BEATEN.

ACCORDING TO AN AFFIDAVIT FILED IN SUPPORT OF SEARCH WARRANT NOV. 3 IN NATRONA COUNTY CIRCUIT COURT, A DETECTIVE SPOKE WITH PROA AT THE WYOMING MEDICAL CENTER EMERGENCY ROOM SHORTLY AFTER THE FIGHT, WHERE PROA WAS TREATED FOR A "SIGNIFICANT" INJURY BEFORE BEING TAKEN BY AIR TO A HOSPITAL IN DENVER.

A BARTENDER TOLD INVESTIGATORS THAT PROA WAS WITH A WOMAN AND TWO OTHER MEN WHEN HE WAS ASKED TO LEAVE THE BAR.

AS A BOUNCER ESCORTED THE GROUP TO THE BACK DOOR, PROA ALLEGEDLY TOOK A FIGHTING STANCE AND REACHED INTO HIS POCKET. THE BARTENDER THOUGHT HE HAD A WEAPON.

THE BOUNCER RUSHED PROA, AND THE BARTENDER GRABBED PROA'S ARM, HITTING IT AGAINST A GAME TABLE.

THE BARTENDER SAYS HE YELLED "HE'S GOT A KNIFE!" AND PROA YELLED "I DROPPED IT!"

PROA AND THE BOUNCER THEN FELL TO THE GROUND, WRESTLING. WHEN THE BOUNCER GOT UP, PROA WAS LAYING MOTIONLESS ON THE FLOOR.

INVESTIGATORS COLLECTED SECURITY FOOTAGE FROM THE BAR AND RECOVERED A KNIFE.

CHEYENNE, WYO. (AP) - A LEGISLATIVE PANEL IS CONSIDERING A NEW TAX TO FUND WYOMING'S TOURISM PROMOTION EFFORTS.

THE LEGISLATURE'S JOINT REVENUE COMMITTEE IS DRAFTING A BILL THAT WOULD IMPOSE A 1 PERCENT TAX AT HOTELS, RESTAURANTS, BARS AND OTHER LEISURE AND HOSPITALITY ESTABLISHMENTS AROUND THE STATE.

IT'S ESTIMATED THE TAX WOULD RAISE MORE THAN $17 MILLION ANNUALLY.

MOST OF THE MONEY FROM THE TAX WOULD FUND THE STATE TOURISM OFFICE, WHICH SPENDS MILLIONS OF DOLLARS AROUND THE WORLD PROMOTING WYOMING'S TOURIST ATTRACTIONS.

ADVOCATES OF THE TAX SAY IT WOULD PROVIDE A STABLE REVENUE STREAM FOR TOURISM PROMOTION AND REDUCE THE BURDEN ON THE CASH-STRAPPED STATE GENERAL FUND, WHICH FUNDS THE OFFICE NOW.

THE PANEL WILL VOTE NEXT MONTH ON WHETHER TO SUBMIT THE PROPOSAL TO THE FULL LEGISLATURE NEXT FEBRUARY.

CHEYENNE, WYO. (AP) - LARAMIE COUNTY SCHOOL DISTRICT NO. 1 REACHED A SETTLEMENT WITH A STUDENT WHO WAS SEXUALLY ABUSED BY HIS ELEMENTARY SCHOOL TEACHER FOR NEARLY TWO YEARS.

THE DETAILS OF THE SETTLEMENT, WHICH WAS REACHED LATE LAST MONTH, AREN'T INCLUDED IN COURT FILINGS. A MESSAGE LEFT FOR THE DISTRICT'S ATTORNEY WAS NOT RETURNED, AND THE STUDENT'S ATTORNEYS SAY THEY WOULD NOT COMMENT.

THE STUDENT'S LAWSUIT - FILED BY HIS GUARDIAN IN APRIL 2016 - ALLEGED THE DISTRICT COULD HAVE DONE MORE TO PREVENT THE TEACHER, 52-YEAR-OLD ANNA ANDERSEN, FROM SEXUALLY ABUSING THE BOY, WHO WAS 12 AT THE TIME.

ANDERSEN PLEADED NO CONTEST TO TWO COUNTS OF SEXUAL ABUSE OF A MINOR IN SPRING 2015 AND WAS SENTENCED TO EIGHT TO 12 YEARS AT THE WYOMING WOMEN'S CENTER.
