THE CASE OF A MAN WHO WAS SHOT AND KILLED BY A CASPER POLICE OFFICER IN WEST CASPER ON TUESDAY MORNING HAS BEEN TURNED OVER TO THE WYOMING DIVISION OF CRIMINAL INVESTIGATION, ACCORDING TO A NEWS RELEASE FROM THE CITY MANAGER'S OFFICE.

THE INCIDENT STARTED AT 5:37 A.M. WHEN THE PUBLIC SAFETY AND COMMUNICATION CENTER RECEIVED MULTIPLE 911 CALLS FROM THE 500 BLOCK OF GRANITE DRIVE IN EAST CASPER WHERE CALLERS REPORTED A MALE SUBJECT HAD POINTED A FIREARM AT SEVERAL PEOPLE.

CASPER POLICE IMMEDIATELY RESPONDED, BUT LEARNED THE SUSPECT FLED THE AREA. THE CAR WAS A LATE-MODEL SILVER NISSAN SPORTS CAR.

OFFICERS LEARNED FROM INTERVIEWS THAT THE SUSPECT, WHO HAS YET TO BE IDENTIFIED, INDEED HAD THREATENED PEOPLE BY POINTING A GUN AT THEM.

AT 5:46 A.M., LAW ENFORCEMENT LOCATED THE CAR, BUT HE AGAIN ESCAPED FROM OFFICERS.

HALF AN HOUR LATER, THE VEHICLE WAS SEEN IN EVANSVILLE.

LAW ENFORCEMENT BEGAN TO CHASE THE CAR AS IT RE-ENTERED CASPER, TRAVELING WEST AT A HIGH RATE OF SPEED ON EAST SECOND STREET TOWARD DOWNTOWN.

POLICE DEPARTMENT SUPERVISORS TOLD OFFICERS TO NOT CHASE THE VEHICLE BECAUSE THE DRIVER WAS PLACING THE PUBLIC IN DANGER.

AT 6:31 A.M., AN OFF-DUTY NATRONA COUNTY SHERIFF'S DEPUTY REPORTED THE SUSPECT VEHICLE WAS PARKED AT THE LOAF 'N JUG STORE AT CY AVENUE AND KIT CARSON.

A POLICE OFFICER IMMEDIATELY RESPONDED AND ARRIVED WITHIN A MINUTE.

WHEN HE GOT THERE, HE CONTACTED THE SUSPECT WHO HAD A FIREARM AND AND SHOTS WERE EXCHANGED.

THE SUSPECT WAS SERIOUSLY INJURED AND MEDICAL PERSONNEL TRIED TO SAVE HIM, BUT HE WAS PRONOUNCED DEAD AT THE SCENE.

NO OFFICERS WERE HURT DURING THE INCIDENT.

THE CASPER POLICE DEPARTMENT ASKED THE DCI TO INVESTIGATE THE INCIDENT, WHICH WILL ULTIMATELY RELEASE THE RESULTS TO THE NATRONA COUNTY DISTRICT ATTORNEY'S OFFICE.

FAMILES OF PATIENTS AT THE WYOMING MEDICAL CENTER A YEAR FROM NOW WILL HAVE A NEW HOME AWAY FROM HOME WHERE THEY CAN STAY NEAR THEIR LOVED ONES WHO ARE BEING TREATED AT THE HOSPITAL.

ON MONDAY, OFFICIALS WITH THE WYOMING MEDICAL CENTER, THE MEDICAL CENTER FOUNDATION, OTHER CHARITIES AND THE CITY PUT THEIR SHOES TO GOLD-PAINTED SHOVELS TO THROW SOME DIRT TO MARK THE BEGINNING OF THE CONSTRUCTION FOR THE NEW MASTERSON PLACE AT WASHINGTON AND EAST THIRD STREETS.

MEDICAL CENTER FOUNDATION DIRECTOR CARYN DOWELL SAID THE GROUNDBREAKING MARKS THE CULMINATION OF SEVERAL YEARS OF WORK.

THE NEW TWO-STORY BUILDING, WHICH IS ACROSS THE STREET FROM THE HOSPITAL, WILL HAVE A LOBBY WITH A FIREPLACE, 14 GUEST ROOMS, AND LAUNDRY FACILITIES.

THE WYOMING MEDICAL CENTER ITSELF WILL OPERATE THE BUILDING.

DOWELL SAID THIS WILL REPLACE THE CURRENT MASTERSON PLACE ON EAST YELLOWSTONE HIGHWAY THAT HAS BEEN IN USE SINCE 2001.

SHE SAID THAT BUILDING, A FORMER MOTEL, PROBABLY WILL BE SOLD SOON.

REQUESTS FOR ABSENTEE BALLOTS MAY BE MADE TO A COUNTY CLERK'S OFFICE BY PHONE, EMAIL, FAX OR IN PERSON. ADDITIONALLY, SEVERAL COUNTIES WILL OPEN ABSENTEE POLLING PLACES THAT WILL REMAIN OPEN UNTIL THE DAY BEFORE ELECTION DAY.

THE GILLETTE NEWS RECORD REPORTS THAT DAMAGE INCLUDED THE ROOF OF A GARAGE BEING BLOWN 100 YARDS (91 METERS), A CAMPER BEING PUSHED 15 FEET (4.6 METERS) DOWN A DRIVEWAY AND A SHED LOSING ITS ROOF.

MICROBURSTS ARE INTENSE WINDS THAT DESCEND FROM THE UPPER ATMOSPHERE AFTER A THUNDERSTORM OR RAINSTORM AND FLOW ALONG THE GROUND.

KING SAYS TWO MICROBURSTS LIKELY FORMED AS A RESULT OF OVERNIGHT RAINS IN THE AREA.
