A FORMER CASPER DOCTOR INCARCERATED IN NEBRASKA WHILE AWAITING TRIAL FOR ALLEGEDLY ORGANIZING A MULTI-STATE PRESCRIPTION DRUG CONSPIRACY LOST A REQUEST FOR A COURT HEARING ABOUT COMPLAINTS OF VIOLATIONS OF HIS RELIGIOUS RIGHTS AND ACCESS TO LEGAL MATERIALS.

U.S. MAGISTRATE JUDGE KELLY RANKIN LAST WEEK DENIED SHAKEEL KAHN'S REQUEST TO DEMAND HIS JAILERS APPEAR IN COURT TO EXPLAIN WHY THEY'RE DOING THIS, AND AT THE SAME TIME ORDERED THEM TO NOT UNREASONABLY INTERFERE WITH HIS ABILITY TO PREPARE HIS DEFENSE BEFORE HIS TRIAL NEXT YEAR.

KAHN AND OTHER DEFENDANTS ARE ACCUSED OF CONSPIRING TO DISTRIBUTE OXYCODONE AND OTHER DRUGS, WHICH RESULTED IN THE DEATH OF ANOTHER PERSON.

KAHN IS BEING HELD AT THE SCOTTS BLUFF COUNTY DETENTION CENTER IN GERING, NEB.

HE'S REPEATEDLY COMPLAINED THAT THE JAIL'S STAFF HAVE VIOLATED HIS RELIGIOUS RIGHTS BY DENYING HIM PROPER FOOD AND ASSUMING HE'S A TERRORIST BECAUSE HE IS A PRACTICING MUSLIM.

KAHN ALSO SAID HE WAS NOT ALLOWED TO HAVE ACCESS TO LEGAL MATERIALS HE NEEDS.

BUT ASSISTANT U.S. ATTORNEY STEPHANIE SPRECHER RESPONDED THAT INMATES HAVE THE RIGHT TO LEGAL MATERIALS, BUT ONLY TO A POINT.

SPRECHER WROTE KAHN HASN'T HELPED HIS CAUSE, BECAUSE HE'S VIOLATED A COURT ORDER BY TRYING TO COMMUNICATE WITH CO-DEFENDANTS AND POTENTIAL WITNESSES.

HE'S ALSO THREATENED TO ATTACK JAIL STAFF.

IN HIS RULING, RANKIN WROTE KAHN IS SUBJECT TO RESTRICTIONS BECAUSE HIS CONDUCT HAS POSED A SAFETY RISK TO THE STAFF WHO NEED TO STRIKE A FAIR BALANCE BETWEEN THE SAFETY OF OTHERS AND KAHN'S NEED TO DEFEND HIMSELF WHEN THE TRIAL HAPPENS.

WYOMING'S REVENUE FROM LEASING LAND TO OIL AND GAS COMPANIES GREW BY MORE THAN 800 PERCENT THIS YEAR.

THE STATE NETTED ABOUT $146 MILLION THIS YEAR FROM LEASING MORE THAN A HALF MILLION ACRES OF FEDERAL AND STATE LAND.

STATE LANDS ALONE BROUGHT IN $60 MILLION THIS YEAR - MUCH HIGHER THAN THE TYPICAL REVENUE THAT STAYED BETWEEN $5 MILLION AND $7 MILLION IN PAST YEARS.

THE REVENUE FROM LEASE SALES FROM THE BUREAU OF LAND MANAGEMENT AND THE AUCTIONS FROM THE OFFICE OF STATE LANDS ADDED UP TO ABOUT $16 MILLION LAST YEAR WHEN OIL AND GAS ACTIVITY WAS STILL IN A DOWNTURN.

STATE OFFICIALS SAY WYOMING'S DECISION TO SWITCH TO AN ONLINE AUCTIONING SYSTEM MAY HAVE PLAYED A ROLE IN INCREASING REVENUE.
