Two power outages in downtown Casper are being blamed on equipment problems. A spokesperson for Rocky Mountain Power says about 140 customers were affected by a power outage around 7:00 a.m. Monday. Electricty to all but a handful had been restored by 10:00 a.m. A separate outage around 7:30 a.m. affected about 220 customers in the downtown area. Crews restored power to those homes and businesses by 8:00 a.m. It appears a faulty insulator was to blame for both outages.
