WITH THE EXPECTED ADDITIONAL SNOWFALL, THE CITY OF CASPER'S PUBLIC SERVICES DEPARTMENT EXPECTS TO KEEP ITS CITY-EMPLOYED PLOW OPERATORS BUSY. A Wyoming man who's been in prison for more than 20 years is going before a judge today to argue that he deserves a new trial after DNA evidence ruled him out in the attack.
