One Casper city council member prefaced  discussion Tuesday of approving a "Downtown Strategic Plan" with comments meant to allay fears that it represents a vision set in stone.

"I know that there's been some angst out there that this plan has foundations already set, but the reality is, these are just draft ideas that may or may not ever come to fruition."

Councilman Paul Bertoglio noted that the development consultants out of Portland were hired to create a revitalization vision, and did so based on what has worked in communities similar to Casper.  The Council will consider adopting that plan by resolution at its December 18th regular meeting.

Meantime a second "Community Wide" Strategic Plan will also be considered for approval at that meeting. That plan has a five to seven year scope and does play a role in upcoming budget considerations. Casper city council members are of mixed minds as to whether the current council should approve the plan or wait for the new seated council in January to make that call.
