Commission Resolution: Comments Are Welcome, Uncivility Is Not

The Natrona County Commission wants members of the public to speak, but to do so civilly.

So it will consider the following resolution for proper behavior to benefit all concerned at its regular meeting at 5:30 p.m. Tuesday in the old courthouse.

"These rules shall be  applicable at all regularly scheduled BOCC (Board of County Commission) meetings to be applied at the sole discretion of the Chairman. An exception for one speaker will not entitle another to the same exception.

• Speakers openings will be in the following format: 'Mr. Chairman, members of the board' or other similar respectful salutation.
• Each speaker will be allowed but one opportunity to speak.
• Comments/testimony will be limited to 3 minutes.
• Outbursts from the audience will not be tolerated.
• Profanity at no time is permissible.
• Yelling or screaming will not be tolerated.
• Avoid theatrics/grandstanding.
• Stay on point, when testifying address the issue at hand.
• No personal attacks. Challenge ideas, not people.

Those individuals unable to conduct themselves civilly and in compliance with these rules may be asked to sit down or removed from the meeting room."

The City of Casper already has similar guidelines for members of the public who wish to speak to the city council.

The commission also is scheduled to approve a grant agreement with the Federal Aviation Administration that will provide $2 million with a $222,222 match from the Casper-Natrona County International Airport to design and construct a snow removal equipment building for storage and maintenance.
