Troopers say that the driver, 54-year-old Randy Rheinhardt, was originally stopped for speeding, going approximately 78 miles per hour in a 65 mile per hour zone.

Both Rheinhardt and his passenger, 28-year-old Jon-Paul File are charged with possession of a controlled substance with intent to deliver, felony possessive of a controlled substance in plant form, and conspiracy to deliver a controlled substance.
